In February of 2018, the City of St. John’s adopted the Paid Parking Management Strategy that outlines a strategic direction for the Municipality’s paid parking management and a series of recommendations to improve the current system. The City has identified the need to install new payment hardware for several reasons:

- The City’s current model of Parking Meter is no longer supported/manufactured
- There has been extensive theft and vandalism destroying existing meter stock
- The strategy identifies many benefits from the use, where possible, of pay stations as opposed to single space hardware
- A one year trial for a cashless payment system is an action from the strategy

  • New Pay Stations to be Installed in 2020

    The contract for new pay stations and parking meters has been finalized, with the first lot of pay stations expected to be installed in sections of the downtown during winter 2020. The remaining pay stations will continue to be installed during winter and spring. As new installations are rolled out, existing meters will be relocated to areas that need them until all new pay stations are in place.

    To encourage parking turn over for businesses operating in areas with missing or damaged meters, the City is continuing to install new timed parking area signs. Starting in early December certain metered spaces in the downtown and Churchill Square will be replaced with timed parking signs, ranging from 15 minutes to four hours. Motorists are encouraged to look for signage when parking.

    Please note that PayByPhone will continue to be enforced on Harbour Drive.

    Once installed, pay stations will have multiple payment options including most credit cards, debit cards and smartphones, and will be configured with ‘tap’ card reader. New pay stations and meters will also be equipped with a magnetic strip reader for credit card payment. All meters and stations will be cashless during the first year of operation.

    On Monday, August 19, City Council awarded a contract for the supply of new pay stations and parking meters to Cale Canada in partnership with EDC Corporation.

    The new pay stations and meters will have many payment options including most credit cards, debit cards, and smartphones, and will be configured with ‘tap’ card reader, making it convenient and easy to use. They will also be equipped with a magnetic strip reader for credit card payment.

    The exact locations of the pay stations will be determined in consultation with the service provider. Downtown and Churchill Square for example, will see pay stations in strategic locations that are convenient to the parking spaces they serve, and some areas may continue to be serviced by individual meters.

    All meters and stations will be cashless during the first year of operation, at which time the impacts of not accepting cash will be evaluated and Council will determine the best long-term approach.

    Implementing recommendations and actions from the Paid Parking Management Strategy is identified in the Our City, Our Future 2019 Action Plan under the goal to improve safety for all users on a well-maintained street network.

  • PaybyPhone on Harbour Drive

    In June 2018 the City began using PaybyPhone as the only payment method ('phone-only' payment) for 136 parking spaces on Harbour Drive. This was installed as a one-year trial of phone-only payment.

    A Decision Note regarding the future of using phone-only payment was presented and discussed at the Committee of the Whole meeting on Wednesday, July 24, 2019.

    Council voted to approve the recommendation: In addition to the PayByPhone option, the City will install pay station meter hardware on Harbour Drive as part of the City’s new parking meter equipment roll out.
