Portugal Cove Road - Water Transmission Main Replacement - Phase 2

Phase 2 now completed

In 2012, due to a series of large water main breaks on the Portugal Cove Road Water Transmission Main system, the City of St. John’s decided to move forward with the replacement of the water transmission mains along Portugal Cove Road from Higgins Line to Rawlins Cross. The project is divided into three phases. Phase 1 (Higgins Line to New Cove Road), Phase 2 (New Cove Road to First Avenue) and Phase 3 (First Avenue to Rawlins Cross). Construction work on the Phase 1 started in the Fall 2013 and was substantially completed in the Fall 2014. Phase 2, was tendered in Summer 2017 with completion anticipated mid-summer 2019.

The scope of the work involves replacing the existing 16” and 20” ductile iron water transmission main with a new 24” PVC water transmission main and a 12” domestic water main. In addition, a new underground pressure reducing station will need to be constructed on the water transmission main near the intersection of Portugal Cove Road and New Cove Road. The attached General Plan details the limit of work.

PROJECT FUNDING

The project was approved to receive cost shared funding on March 30, 2017 through the Provincial - Territorial Infrastructure Component - National and Regional Projects (PTIC-NRP) of the New Building Canada Fund. The funding partners for this project are the Government of Canada, Province of Newfoundland and Labrador and the City of St. John's.

    When will portugal cove road open again? It was supposed to open 3 months ago

    A: The section of Portugal Cove Rd from Rennies Mill Rd to Elizabeth Ave is currently re-opened.  The intersection at New Cove Rd and Portugal Cove Rd should be opened next week after the final connection is made this week (weather dependent). The contractor should be completed all work for the season by December 14th (weather dependent). There will be minimal works that will need completion in the Spring of 2019, such as reinstatement of sods, etc. The surface course asphalt will also be placed in the Spring of 2019.

    Are you expecting Phase 3 to proceed in 2019?

    A: There is no approved funding at this time to start Phase 3 of this project in 2019.

    Description for phase 2 isn't making sense!! Is it supposed to read "Portugal Cove Road to First Avenue" instead of "New Cove Road to First Avenue"???

    A: The work is along Portugal Cove Road from the New Cove Rd to First Avenue.
