Goulds Servicing: Trunk Sanitary Sewer and Sewage Force Main

Work is now substantially complete.

In February of 2020 the new Goulds Sewage Pumping Station was commissioned; however, to meet federal guidelines, a new sewage force main and gravity trunk sewer is planned to be installed along Main Road/Bay Bulls Road to redirect raw sewage from the pumping station to the Riverhead Wastewater Treatment Facility for proper treatment before ocean discharge.

There are two phases of work required for this conveyance of sewer, one phase to install the gravity trunk sanitary sewer, and another phase to install the sanitary force main. A force main is a pressurized sewer pipe that conveys wastewater under pressure from a sewage pumping station. Force mains are used to move sewage through a sewer line when gravity flow is unattainable. A gravity trunk sanitary sewer is a large diameter sewer pipe used to convey wastewater from smaller tributaries toward a wastewater treatment plant, by gravity flow. It is part of a multi-tiered wastewater collection system in a city or metropolitan area, with smaller diameter sewer mains flowing into the larger diameter trunk sewer.

The force main installation will occur along Main Road from the sewage pumping station (located near Heffernan's Place) to approximately 500m south of Ruby Line (civic 65 Main Road), where it will connect to the gravity trunk sewer. Properties located along the sewer force main route cannot be provided with a sewer service. 

The gravity trunk sewer installation will occur along Main Road/Bay Bulls Road from the sewer force main at approximately 500m south of Ruby Line (civic 65 Main Road) to near Walsh's Lane (civic 241 Bay Bulls Road) where it will connect to the existing trunk sewer system. Properties located along the trunk sewer route will be provided a sewer service (at property boundary) for connection by the property owner. Properties currently connected to the existing local sanitary sewer in the vicinity of Walsh's Lane to Valleyview Road will not be connected to the new trunk sewer. Phase 2 work also includes realignment of the Bay Bulls Road/Old Bay Bulls Road intersection, and replacement of the existing small diameter watermain south of Valleyview Road (civic 279 to civic 309 Bay Bulls Road). 

Construction takes place during the periods of September to November 2021 and April to November 2022, with placement of the surface asphalt in Summer 2023Check out the Frequently Asked Questions for further details.

While traffic on Main Road/Bay Bulls Road will be maintained during construction, there will be some disruptions, detours, and slowdowns. The City will make every effort to minimize interruptions and to maintain traffic flow, especially during peak rush hour.

Pedestrian access will be maintained during construction, and we ask the public to obey and follow all posted signage in and near the construction zones.

    A construction project to install sewer infrastructure on Bay Bulls Road, between Old Bay Bulls Road and Walsh’s Lane, will impact traffic and pedestrians from April until August 2023.

    A detour will direct traffic along Old Bay Bulls Road and Walsh’s Lane, with local traffic only permitted in the work site on Bay Bulls Road.

    The City will make every effort to minimize interruptions to traffic, especially during rush hour. Pedestrian access will be maintained. Residents and visitors are asked to obey all posted signage and flag persons in and near the construction zone.

    This year is the final year of construction for the sanitary sewer project that began in fall 2021 and continued in 2022 between April to November. To date, approximately 95% of pipe installation has been completed with 400 metres of pipe installation remaining.

    Project Details

    Construction began in fall 2021 to install sanitary sewage infrastructure to redirect raw sewage from the Goulds Pumping Station to the Riverhead Wastewater Treatment Facility.

    The infrastructure installation will occur in two areas:

    • Main Road from the sewage pumping station (near Heffernan's Place) to south of Ruby Line
    • Main Road / Bay Bulls Road, south of Ruby Line to Walsh's Lane

    Current Traffic Impacts

    Until Friday, May 27:

    The City of St. John’s wishes to advise residents and travelers to expect traffic delays and detours from September 20 to November 30 along Main Road in Goulds, and Bay Bulls Road in Kilbride.

    Construction is required to complete the installation of infrastructure as the City continues to upgrade the area’s sewer services.
