Watermains on various streets in the Churchill Square area are scheduled for rehabilitation work (CIPP Lining) during the 2022 and 2023 construction seasons.

The work will take place between early September 2022 to November 2022, and then stop for the winter. The work will begin again in Spring 2023 and is anticipated to be completed by Fall 2023.

This project will involve cleaning and structural lining of the existing watermain which will reduce maintenance issues, improve water service, and extend the life of the existing watermain in this area.

Businesses and homes will receive water through a temporary, above-ground, water piping system installed along the street during construction. The contractor will notify residents directly if their property is included in the project area and indicate whether they will require access to the property to provide temporary water service. Two-way traffic and pedestrian access will be maintained where possible but delays can be expected. The contractor will make every effort to maintain driveway access to properties located within the work site.

    Provisional streets that have been added to the scope of work for completion during the 2023 construction season, include the following:

    • Downing Street
    • Darling Street
    • Falkland Street
    • Osbourne Street
    • Emerson Street


    Empire Avenue has been removed from the scope of work.

    Watermain rehabilitation work that began in summer 2022 in the Churchill Square area is resuming on April 24, and will be completed by August 2023.

    Businesses and homes in the project area will receive water through a temporary above ground water piping system installed along the street while work is being completed and will be notified directly by the contractor if their property is included in the project area for 2023, prior to start of construction. A map of the project area for 2023 is available on this page.

    The City will require access to properties to facilitate connection of the temporary water service and to facilitate watermain rehabilitation work.

    Traffic Update

    Two-way traffic and access for people walking and wheeling will be maintained where possible, but delays are to be expected. Every effort will be made by the contractor to maintain driveway access to properties within the work site.
