The City received an application for 113 Blackmarsh Road from 89272 NL Inc. for a 4 level Apartment Building with a total of 24 units, six (6) units per floor. Each unit will range from 522 square feet to 650 square feet with one bedroom. This is a vacant lot on the corner of Blackmarsh Road and Albany Street.

The subject property is within the Commercial Land Use District of the Envision St. John's Municipal Plan and is zoned Industrial Commercial (IC). An Apartment Building is not permitted in the IC Zone, therefore rezoning the land is required. A Municipal Plan amendment is also required to redesignate the Commercial Land Use District to the Residential Land Use District.

The applicant is seeking the subject property be rezoned from the IC Zone to the Apartment 2 (A2) Zone to enable the Apartment Building. Apartment Building is listed as Permitted in the A2 Zone.

    Thank you for your question and comments. The City's role is to enable a variety of dwelling types through regulations and then review what is submitted in accordance with those regulations. It is up to the applicant to determine what type of development they would like to propose.

    The City does have a NIIMBY (Not In My Back Yard) toolkit, developed in co-operation with the Canadian Home Builders Association – NL.  Rezoning is a political process as well as a regulatory process.  Under the Urban and Rural Planning Act, 2000 as well as the City's policies and regulations, Council must solicit public input and reflect on it before making land-use decisions.

Blackmarsh road has no on street parking allowed so that would end up causing cars to be parked on the side residential streets. What would be the rental cost of these apartments. Right now the area is one of the more affordable areas in the city. Will these 24 units be priced at the same rate as the 3 story buildings further up the road that is away from the residential area? The largest issue with housing in the city isnt the availability of apartments but the rising cost.     Thank you for your comments and questions. The applicant is required to provide a dimensioned parking plan, including circulation details, as part of their Land Use Report. For further details on what is required for parking, please refer to the terms of reference for the Land Use Report

    The rental cost is unknown and is not something the City regulates.

    Thank you for your comments and question. The applicant is required to submit off-street parking information as part of their Land Use Report. Details on off-street parking requirements are outlined in the terms of reference for the Land Use Report.
