During Winter 2018, parking restrictions were put in place for sections of Water Street and Duckworth Street as a pilot project. The objective of the pilot project was to provide a better snow clearing service for patrons of the downtown by ensuring that all snow was plowed close to the curb. Plowing the snow close to the curb provides clear parking spaces, along with driving lanes, following a snow fall and before a full snow removal could be completed. The parking restriction helped to minimize the number of obstacles the snow plow operators had to maneuver around. It also allowed for a more efficient service delivery since operators did not have to check the area multiple times to see if a car(s) had moved.

Each vehicle left in a parking space overnight in winter can negatively impact three parking spaces – the one behind it, the one it occupies, and the one in front.

Prior to Council making a decision on whether the pilot project achieved its goals, feedback from the users of the downtown and key downtown stakeholders is required.

  • On-street Parking Ban starting December 13, 2018

    Due to the volume of snow occurring early this year, the City of St. John’s is required to implement the on-street parking ban outside the downtown, and the early morning parking ban in the downtown, as of 12:30 a.m., Thursday, December 13.

    Typically, the City implements the parking ban in early January and had previously announced the ban date for this year as January 2, 2019. The recent heavy snowfall, compounded by more snow in the forecast, requires an early implementation.

    While in effect;

    · On-street parking outside downtown is prohibited between 12:30 and 7:30 a.m. daily. Tickets will be issued continuously while the ban is in effect, regardless of snow or street conditions.

    · The early morning parking ban on sections of Water Street (Waldegrave Street to Prescott Street) and Duckworth Street (New Gower Street to Cochrane Street) daily, regardless of conditions, from 4 to 6 a.m. Vehicles in violation will be ticketed and/or towed.

    ​The on-street winter parking ban is lifted when conditions are favourable which often occurs in early April.

  • Changes to Downtown Winter Parking Ban Proposed

    On Monday, November 5th, during the Council meeting, a decision note regarding snow clearing and parking restrictions on sections of Water Street and Duckworth Street will be included in the public agenda. The recommendation to council follows public engagement and an operational review of the 2018 pilot project and proposes a modified approach for 2019.

    “During the spring, we engaged with residents and downtown stakeholder groups regarding the parking restriction pilot project that was enforced last winter,” said Councillor Debbie Hanlon, Council lead for Downtown St. John’s. “Through the engagement process we heard from many people who were impacted by the parking ban and we received their input about how it worked, and how it could be modified. Much of what we heard through the process is reflected in the proposed changes.”

    Proposed changes for 2019 include:

    · Reducing the time of the parking ban to 4 to 6 a.m. instead of 3:30 to 6:30 a.m.

    · Towing when snow clearing operations required; ticketing when snow clearing is not required.

    · New dates, January 2 to March 31, to coincide with parking ban outside downtown.

    · Enhanced marketing and advertising before the implementation of the ban.

    The City’s consultation process with residents and businesses included: meeting with the City’s Downtown Advisory Committee, a focus group for the public, consultation with downtown businesses and organizations with downtown members, a survey of business owners, a public ‘quick poll’ and discussion page on engagestjohns.ca, social media promotion, and approximately 400 visits to the engage project page.

    Following City Council’s discussion and decision on Monday, the City will prepare the communication plan for the early morning parking ban. The City will also partner with downtown stakeholder organizations to provide information and marketing material to the business community.

    People participated directly in the public engagement process which included:

    · Meeting with the City’s Downtown Advisory Committee

    · Focus group with individuals impacted by the restriction

    · Meeting with downtown business organizations

    · Survey of downtown business owners

    · Public ‘quick poll’ and discussion forum on this project page

    A recommendation will be made to City Council for a final decision on the parking restriction prior to the 2018-19 winter season.


  • Seeking Focus Group Participants - Overnight Parking Ban

    The City of St. John’s is evaluating the recent overnight winter parking restrictions on sections of Water and Duckworth Streets. We are seeking interested individuals who were impacted to participate in a focus group.

Please note not everyone who expresses an interest will be selected. However, further engagement opportunities will be provided on this site in the next few weeks. All feedback will be reviewed and a report will go to Council on this matter. The focus group will take place on Friday, May 18.
