Council is considering amending the St. John's Development Regulations to update the definition of Dwelling Unit.

The revised definition will serve as the standardized definition to be used across all City divisions. The updated definition clarifies what features are required to be considered a Dwelling Unit and clarifies that a Dwelling Unit does not need to be occupied to be considered a Dwelling Unit. View the proposed definition below:

DWELLING UNIT means any Building, or self-contained portion thereof, having the following features:

  • Sleeping facilities.
  • Washroom facilities with a toilet, sink and tub and/or shower; and
  • Kitchen facilities with a sink, refrigerator and conventional stove or cooktop together with wall oven.
