Council is considering amending the Envision St. John's Development Regulations to enable more residential uses across various zones and change the requirements for Subsidiary Dwelling Units within a Single Detached Dwelling. The amendment is proposed as part of the City’s efforts to remove barriers and increase housing supply in cooperation with CMHC under the Housing Accelerator Fund (HAF).

The proposed changes to the Development Regulations include:

  • Adding Semi-Detached Dwelling as a permitted use in the Residential 1 (R1) Zone.
  • Changing “Dwelling Unit – 2nd storey or higher” from a Discretionary Use to a Permitted Use in the Commercial Regional (CR) Zone.
  • Correcting the wording from “Dwelling Unit – 2nd Floor” to “Dwelling Unit – 2nd storey or higher” in the Commercial Local (CL) and Commercial Local Downtown (CLD) Zones.
  • Changing “Accessory Dwelling Unit” from a Permitted Use to a Discretionary Use in the Industrial General (IG) Zone.
  • Adding “Lodging House associated with Forestry or Agricultural Use on the Lot that has been in continuous operation for a minimum of 3 years” and “Accessory Dwelling Unit” as Discretionary Uses in the Agriculture (AG) Zone.
  • Removing the Section 6.36 (1) requirement for two Subsidiary Dwelling Units within a Single Detached Dwelling to have a maximum combined Total Gross Floor Area. With this amendment, two Subsidiary Dwelling Units together will be permitted to exceed the size of the main unit, provided each Subsidiary Dwelling Unit is smaller than the main unit.

The proposed change to add Semi-Detached Dwelling as a permitted use in the Residential 1 (R1) Zone is intended to gently increase density in newly developing areas or in existing neighbourhoods where there are large, vacant sites with a lot area of at least 720 m2 available. The City does not anticipate a high demand for the creation of new Semi-Detached Dwellings in established neighbourhoods but recognizes the importance of allowing flexibility in new developments to increase the number of houses and types of houses available throughout the R1 Zone.
