
Council is considering amending the St. John's Development Regulations to modify landscaping requirements and enable driveways for small Apartment Buildings with six or fewer Dwelling Units within a Residential Zone.
The purpose of this amendment is to introduce new landscaping requirements that are specific to Apartment Buildings with six or fewer Dwelling Units in the R2, R3, RD, and RM Zones. Currently, these small Apartment Buildings are treated as commercial operations and must provide parking lots and be landscaped in accordance with the City's Development Design Manual (DDM). The proposed change is to allow these small Apartment Buildings to provide driveways instead of commercial parking lots and apply residential landscaping requirements rather than commercial requirements. The amendment also proposes removing the requirement for bicycle parking for small Apartment Buildings in a residential zone, except where a development is located along a planned bicycle network.
The amendment also includes other changes to reorganize, reword, and clarify some of the existing landscaping requirements. The existing front yard landscaping requirements for Triplex, Four-Plex, and Apartment Buildings with a maximum 6 units were moved from the various zone standards and added to Section 7.6.1 Landscaping.
No new uses are being introduced with this amendment, and no changes are proposed to the existing front yard landscaping requirements for Single Detached Dwellings, Semi-Detached Dwellings, Duplexes, Townhouses, Triplexes or Four-Plexes.
