Council is considering amending the St. John's Development Regulations to add a new land use definition called “Harbour Use”, permit Harbour Uses within the Industrial General (IG) Zone and allow Harbour Uses within a floodplain or floodplain buffer.

The proposed amendment is intended to support the ongoing operation and future expansion of marine industrial uses around the St. John’s Harbour that are within a floodplain or floodplain buffer. Specifically, the amendment will facilitate the future redevelopment of the St. John's Dockyard, which is partially located within a floodplain and floodplain buffer.

The proposed amendment will create a new land use definition called "Harbour Use", which is specific to marine-related activities like shipbuilding and repair, marine transportation, and other marine industrial activities that rely on access to the St. John's Harbour. Harbour Uses will be permitted in the Industrial General (IG) Zone that surrounds the St. John's Harbour and will be allowed within floodplains and floodplain buffers at Council's discretion, enabling marine-industrial facilities like the St. John’s Dockyard to continue operating and expand in the future.
