Main Road and Shoal Bay Road, Goulds

The City is considering extending the Residential 1 (R1) Zone along Main Road and Shoal Bay Road for areas that can now be serviced with municipal water and sewage. The rezonings will generally follow property boundaries.

Over the past several years, the City has made improvements to the municipal sewage system in Goulds. The City has installed a force main so that sewage can be pumped north along Main Road, then can flow by gravity through Kilbride and down the valley of the Waterford River. Then it is treated at the Riverhead sanitary sewage treatment station before discharge into St. John’s harbour. The system will be monitored over the next few years to ensure that it is working as expected.

This will potentially open up new lands in Goulds for development on municipal water and sewage. In the interim, the City can consider allowing new development along Main Road and Shoal Bay Road on lands that front these roads and have municipal water and sewage systems already in place, and are in the Goulds Future Ultimate Service Area. No new roads will be considered at this time.
