The City is considering extending the Residential 1 (R1) Zone along Main Road and Shoal Bay Road for areas that can now be serviced with municipal water and sewage. The rezonings will generally follow property boundaries.

Over the past several years, the City has made improvements to the municipal sewage system in Goulds. The City has installed a force main so that sewage can be pumped north along Main Road, then can flow by gravity through Kilbride and down the valley of the Waterford River. Then it is treated at the Riverhead sanitary sewage treatment station before discharge into St. John’s harbour. The system will be monitored over the next few years to ensure that it is working as expected.

This will potentially open up new lands in Goulds for development on municipal water and sewage. In the interim, the City can consider allowing new development along Main Road and Shoal Bay Road on lands that front these roads and have municipal water and sewage systems already in place, and are in the Goulds Future Ultimate Service Area. No new roads will be considered at this time.

    Thank you for your question. No, civic assessments related to sewer installation are applied when a new service is installed. If an area was previously serviced with sanitary sewer or water, a civic assessment did not apply. In areas where a new sewer service was installed from the new sewer main to the property boundary of developed properties, a civic assessment for the sewer main and sewer service installation did apply and invoices for the civic assessment were sent out in February 2024.

    Thank you for your question. No, Park Lane will not be included in this amendment. The amendment will only include areas along Main Road and Shoal Bay Road that are serviced with municipal water and sewer.
