Kenmount Terrace Community Park

The City of St. John's Parks & Open Spaces Master Plan calls for a community park within the Kenmount Terrace development area. Information is available here on the park and community centre.   • Thanks, I did mean Messenger Drive. To be more clear my question was really about parking. There is no parking at Ariel Place for park goers. If you live in Kenmount Terrace and want to park in the parks parking lot then you will need to leave Kenmount Terrace to do so. Kenmount Terrace is rather large and walking for the west end of it to Ariel place isn't something most people will do. Especially if they want to carry things to the park with them. It seems like giving parking access to Kenmount Terrace residents for the park should be part of the scope.

    A: Thank you for your comments. The intent of the project is to develop green space for Kenmount Terrace residents as well as park amenities that can be enjoyed by all of St John's residents. The parcel of land owned by the City includes a lot in Ariel Place that will be turned into an accessible playground, and there is an existing waterway between this and the Park which cannot be crossed with a vehicle. Essentially, the intent is to develop green space which residents can drive to if they so choose; however, the addition of another parking lot does not fall within the budget, land possibilities or the intent to provide green space. The City encourages Kenmount Terrace residents to take advantage of the gateway and footpath - those who intend to drive to the Park will need to park in the designed parking lot off of Messenger Drive.


  • It seems to me like a connection to parking is a must. It seems odd that residents of Kenmount Terrace would have to leave Kenmount Terrace and drive through a busy shopping center to reach Kenmount Terrace Community Park. I can't see how a connection to Merchant Drive wouldn't happen. It makes a lot of sense and I'm sure residents would appreciate it.

    A: There is a connection to Kenmount Terrace Community Park at Ariel Place. This gateway is a landscaped walkway intended for foot traffic from the Community to the Park. We encourage residents to use this connection point which links with all park amenities.Those wishing to drive to the Community Park will be required to drive down Messenger to the parking lot, similar to residents residing outside of Kenmount Terrace. 

    As for a connection to Merchant Drive (assuming you intended Messenger Drive), the extension of Messenger Dr, and its potential connection to Kenmount Terrace falls outside the scope of this project.


  • Is the city is concerned about the residents (children) in the immediate area. Lighting for the walkway should be budgeted for. Furthermore, light poles fixed with cctv cameras should be implemented in efforts to protect residents, curb potential criminal activity, as well as a means to protect the city's envestment. Do it correctly during the building phase.

    A: The trail from Ariel place to Kenmount Terrace Park will not be lit. This discourages use outside of park hours, and is in line with Park trails throughout the City. For example, the Grand Concourse trail which runs 120km throughout the City, remains unlit. There are however exterior lights in the park area, and a security system including cameras will be installed.

  • Is there the possibility to divide the dog park in the design into two parts, one for small dogs and one for larger dogs? It makes it a much more welcome space. I spoke to the architect at the event and they felt it was a valuable addition that wouldn't add significant cost associated.

    Yes, the new dog park will be divided into space for large dogs and small dogs similarly to Quidi Vidi dog park.

    Q: Where will Messenger Drive connect to?

    A: Connection plans are still in development. There are no set connections yet.

    Q: What type of parking will be available near Ariel Place Park?

    A: The intent for Ariel Place park is to be a neighbourhood gateway to Kenmount Terrace Community Park. There is no intent for parking at this location. If someone wishes to drive to the park, they are to use the main parking lot located off of Mesenger Drive.

    Q: Will there be off street parking on Ariel?

    A: The intent for Ariel Place park is to be a neighbourhood gateway to Kenmount Terrace Community Park. There is no intent for parking at this location. If someone wishes to drive to the park, they are to use the main parking lot located off of Messenger Drive.

    Q: Is Lady Smith going to eventually connect to Thorburn Road or Messenger Drive? 

    A: A study has been conducted showing connection to Thorburn Road and Messenger Drive, however, a development plan has yet to be established.

    Q: What are the development plans for Messenger? Industrial or Residential?

    A: The currently built section of Messenger Drive exists as Commercial zoning.

    Q: Will the trail from Ariel to the Centre be lit?

    A: Unfortunately, this path is 250m long and is not budgeted to be lit.

    Q: Concern with the number of parking spaces available at the Centre (72)

    A: The number of parking spaces will be further evaluated based on the NBCC occupant load for the building as the design becomes more finalized.


  • Just wondering what has been done to address Accessibility and Universal Design in this plan??

    The design of Kenmount Terrace Park takes into account all current accessibility standards. The City will be consulting with members of the Universal Design Committee to ensure these principals are incorporated where appropriate and possible.
