Construction is scheduled to begin the week of June 29, 2026 (subject to change).

Current Phase

The City of St. John’s is tentatively scheduled to begin construction the week of June 29 on intersection improvements along Kelsey Drive and Thorburn Road/Goldstone Street. The project is intended to improve traffic flow and enhance vehicle and pedestrian safety in this busy commercial area.

Work will take place at the following intersections:

  • Thorburn Road at the Goldstone Street/Seaborn Street intersection
  • Kelsey Drive at the Walmart/Home Depot access
  • Kelsey Drive at the Canadian Tire/Swiss Chalet access
  • Kelsey Drive at the Boston Pizza/TD Bank access

As part of the project, new traffic and pedestrian crossing signals will be installed at the Walmart/Home Depot and Canadian Tire/Swiss Chalet intersections along Kelsey Drive, a new median will be added at the Boston Pizza/TD Bank access to create a right-turn-only movement for vehicles and the existing traffic signals and intersection configuration at Thorburn Road, Goldstone Street and Seaborn Street will be upgraded. These upgrades stem from recommendations identified in the 2012–2019 and 2018–2022 collision reports.

Traffic will continue to move through the area during construction; however, motorists should expect delays, lane reductions, and slower travel times. The City will work to minimize disruptions wherever possible.

Pedestrian access will be maintained throughout construction. The public is asked to follow all posted signage, obey traffic control personnel, and use extra caution when travelling through the area.

The project is scheduled to conclude by November 2026. Project timelines are subject to change based on weather and operational requirements.

The Kelsey Drive and Goldstone Street Improvement Project is funded in part through a $2.43 million investment from the Government of Canada through the Canada Community-Building Fund (CCBF), a permanent source of funding that supports local infrastructure priorities across Canada.

Design work is ongoing for future roundabouts at the Team Gushue Highway ramps at Goldstone Street. This work is subject to funding and operational capacity. Additional details will be shared as this phase approaches.
