Construction is scheduled to begin the week of June 15, 2026 (subject to change).
Current Phase
The City of St. John’s is tentatively scheduled to begin construction the week of June 22 on intersection improvements along Kelsey Drive and Goldstone Street. The project is intended to improve traffic flow and enhance vehicle and pedestrian safety in this busy commercial area.
Work will take place at the following intersections:
- Thorburn Road and Goldstone Street
- Kelsey Drive at the Walmart/Home Depot access
- Kelsey Drive at the Canadian Tire/Swiss Chalet access
- Kelsey Drive at the Boston Pizza/TD Bank access
Work is expected to conclude by November 2026.
As part of the project, new traffic and pedestrian crossing signals will be installed at the Walmart/Home Depot and Canadian Tire/Swiss Chalet intersections along Kelsey Drive. A new median will also be added at the Boston Pizza/TD Bank access to create a right-turn-only movement for vehicles. In addition, the existing traffic signals and intersection configuration at Thorburn Road, Goldstone Street and Seaborn Street will be upgraded.
Traffic will continue to move through the area during construction; however, motorists should expect delays, lane reductions, and slower travel times. The City will work to minimize disruptions wherever possible. Motorists are encouraged to plan ahead and allow extra time to reach their destination. Project timelines are subject to change based on weather and operational requirements.
The Kelsey Drive and Goldstone Street Improvement Project is funded in part thanks to a $XX investment from the Government of Canada through the Canada Community-Building Fund (CCBF), a permanent source of funding that supports local infrastructure priorities across Canada.
Pedestrian access will be maintained throughout construction. The public is asked to follow all posted signage, obey traffic control personnel, and use extra caution when travelling through the area.
The City of St. John’s will provide updates on traffic interruptions and progress throughout the duration of the project.

Background
These upgrades stem from recommendations identified in the 2012-2019 and 2018–2022 collision reports. The 2018-2022 report identified the intersection of Thorburn Road at Goldstone Street and Seaborn Street as having the highest collision rate in the city, while Kelsey Drive between Kiwanis Street and Messenger Drive was identified as the midblock segment with the highest collision rate.
