CONSTRUCTION COMPLETE, NOVEMBER 3, 2023



Construction work to replace an aging culvert near the intersection of Gleneyre Street and Torbay Road will begin on Monday, April 10, and is expected to be complete by November 2023.

This project includes replacement of the existing culvert where Gleneyre Street crosses over the Virginia River, additional flood-proofing measures, and minor vertical realignment of a portion of Gleneyre Street near the culvert. Bursey Excavating and Development is completing the work on behalf of City of St. John’s.

The new culvert will replace the existing aging infrastructure and provide additional capacity at the same time.

Traffic Update

Motorists are advised that Gleneyre Street will be closed to all vehicular traffic coming from Torbay Road, with a detour in place for the duration of the work. Motor vehicle traffic will be detoured to Highland Drive, Dunlea Street and Birchwynd Street to facilitate construction works associated with the Gleneyre Street culvert replacement project.

Local access to businesses of Gleneyre Street will be maintained from the Gleneyre Street Torbay Road intersection. Pedestrian traffic through the area will be maintained. Signage will be in place and flag persons will be on site.

Sidewalks and trails in the area will be maintained for people walking and wheeling through the area.

Local Neighbourhood Impacts

There will be some noise and disruption as this work proceeds. We ask the public to obey and follow all posted signage and flag persons in and near the construction zone.

    The start date for construction of the Gleneyre Street Culvert Replacement project has been postponed. While initially planning to complete this work in 2022, construction is now expected to begin in the Spring of 2023 and be completed by November 2023.

    The City had to revise the construction start-date due to a longer than anticipated lead time on the delivery of some items, which would have pushed construction outside the desired time frame for in-river works.

    Construction was completed on November 3, 2023. Gleneyre Street was reopened to vehicular traffic on October 6, 2023.
