What is the Elizabeth Avenue Road Reconstruction and Shared Use Path project?

    It's a project to upgrade the existing aging street infrastructure along a portion of Elizabeth Avenue between Bonaventure Avenue and Freshwater Road, while adding a shared use path along the north side of Elizabeth Avenue between Bonaventure Avenue and Paton Street as part of the City's active transportation network and to advance the 2019 Bike Master Plan.

    The project is planned to be delivered in 2 phases. Phase 1 in 2023, from Bonaventure Avenue to Westerland Road. Phase 2 in 2024, from Westerland Road to Freshwater Road.

    What are the hours of work?

    The Contractor typically works Monday to Friday, 7:00am to 7:00pm.

    Why can't the City do the work at night?

    Nighttime construction would not be feasible considering the noise it creates, and the neighbouring residential properties.

    Why does each phase of the project take a full construction season to complete?

    This is a large project, involving complete removal and reconstruction of the street, some new underground infrastructure, and will require the full extents of a typical Newfoundland construction season to complete.

    Will traffic be impacted?

    Traffic on Elizabeth Avenue will be reduced to one lane through the construction area, and detours are planned by way of existing side streets. Traffic control persons and signage will be in place. With the number of lanes reduced, disruptions are expected. Pedestrian access will be maintained on at least one side of Elizabeth Avenue during construction with posted signage in and near the construction zone.

    Will there be access to local residences and businesses?

    Access will be maintained to all residents and businesses at all times. "Local Traffic Only" signage will be posted. The City's project manager and contractor will coordinate work in the area with residents and business owners to minimize disruptions.

    How will I know if there are any traffic or other interruptions?

    What about the Metrobus bus stops at Elizabeth Avenue?

    The Metrobus bus stops along the project area will be temporarily relocated outside the work zone, until such time that the bus stops are reinstated. Additional temporary bus stops are planned to be provided at locations where Metrobus route is detoured around the work zone by way of Bonaventure Avenue, Rodney Street, Newtown Road, Baltimore Street and Whiteway Street.

    What is the project funding source?

    Project funding comes from a combination of multi-year capital works funding shared by the City of St. John's and the Province, along with Active Transportation Fund which is cost shared by the Municipal, Provincial, and Federal Governments.
