Consultation has concluded

The City of St. John’s has reconfigured Blackmarsh Road west of Jensen Camp Road to Captain Whelan Drive. This roadway improvement project is in coordination with the extension of the Team Gushue Highway and the roundabout for Blackmarsh Road and Empire Avenue access.

Construction is now completed.

Significant changes will be made to the existing intersections of Welland Street, Blackmarsh Road and Captain Whelan Drive, and the multi-use trail along the south side of Captain Whelan Drive will be extended. See map for details.

Motor vehicle traffic and pedestrian access will be maintained during construction. The City will make every effort to minimize interruptions and to maintain traffic flow, especially during peak rush hour. We ask the public to obey and follow all posted signage in and near the construction zone.

A traffic advisory will be posted to the city’s website before construction begins in October. Sign up for e-updates.

    Residents and motorists are advised of construction work for the Blackmarsh Road realignment at the Captain Whelan Drive and Welland Street intersections. Traffic disruptions with periodic road closures and lane reductions can be expected throughout the remainder of the work. Localized detours will be in place, as necessary, and Flag Persons will be on site to direct traffic. Motorists should use an alternate route and expect delays.
