Blackmarsh Road Reconfiguration

Consultation has concluded

The City of St. John’s has reconfigured Blackmarsh Road west of Jensen Camp Road to Captain Whelan Drive. This roadway improvement project is in coordination with the extension of the Team Gushue Highway and the roundabout for Blackmarsh Road and Empire Avenue access.

Construction is now completed.

Significant changes will be made to the existing intersections of Welland Street, Blackmarsh Road and Captain Whelan Drive, and the multi-use trail along the south side of Captain Whelan Drive will be extended. See map for details.

Motor vehicle traffic and pedestrian access will be maintained during construction. The City will make every effort to minimize interruptions and to maintain traffic flow, especially during peak rush hour. We ask the public to obey and follow all posted signage in and near the construction zone.

A traffic advisory will be posted to the city’s website before construction begins in October. Sign up for e-updates.

    where was the consultation with the residents for this project . I now have a rotary directly behind my home and now you are reconfiguring blackmarsh road. Why blackmarsh road was working fine now you are directing all that traffic thru residential neighborhood.

    A: The traffic changes are based on the findings/recommendations of a Traffic Study of the area.  The Blackmarsh Road/Captain Whelan Drive project reduces the number in intersections in the immediate area from four to zero; will reduce the amount of traffic on Blackmarsh Road (residential area); and utilizes Captain Whelan Drive as a direct link between Columbus Drive and the new Team Gushue Highway (via the new roundabout).

    Will the present one way east bound connection between Blackmarsh Road and Captain Whelan Drive be changed to a two way road connection? Also, will be present section of Blackmarsh Road west of the new connection to Welland Street be closed?

    A: The one way east bound connection between Blackmarsh Road and Captain Whelan Drive will be widened to two lanes to accommodate two-way traffic. And, the present section of Blackmarsh Road to the west of Welland Street will be closed.  The section of Blackmarsh Road directly east of Welland Street will become part of Welland Street.
