The City has received an application to rezone property at 74 Doyle's Road from the Residential 1 (R1) Zone to the Residential 2 (R2) Zone to accommodate a 6-unit Townhouse Cluster.

The subject property is primarily within the Residential District of the Envision St. John’s Municipal Plan and zoned R1. The rear portion of the property is within the Rural District and Zoned Rural (RUR). The applicant seeks to rezone only the residential portion of the property, so a Municipal Plan amendment is not needed. The proposed Townhouse Cluster development will have one driveway access from Doyle's Road with a shared parking lot and six total dwelling units within a one-storey townhouse complex.

The subject property is next to a Residential 2 Cluster (R2C) zoned parcel. The R2C Zone also allows Townhouse Cluster uses. Staff are recommending the R2 Zone for 74 Doyle's Road instead of the R2C Zone because the R2 Zone allows for a greater variety of residential uses. The R2C Zone is a special zone that allows Townhouse Cluster and Cluster Developments. These existing R2C zoned parcels will continue to exist, but Townhouse Cluster and Cluster Developments are now permitted in a number of residential zones, so staff no longer recommend the R2C Zone for new rezonings.
