July 2026 - Application Request Revised
The applicant has revised request to include 5 Ricketts Road and are now proposing the Apartment 2 (A2) Zone. Change to request approved by Council.
The City has received an application from Emerald Atlantic Group Inc. to rezone land at 7 Ricketts Road from the Institutional (INST) Zone to the Apartment 1 (A1) Zone for a Cluster Development. The applicant is proposing a development with multiple Apartment Buildings. The total number of units will range from approximately 150 to 200 units (to be confirmed). A Municipal Plan amendment is required to re-designate the property to the Residential District.
The applicant will be required to prepare a Land Use Report (LUR) for the proposed development. More information about the development will be available when the LUR is complete.

Update: July 14, 2026
The applicant has revised their request. They are now seeking at add the property 5 Ricketts Road to the rezoning request, and are now proposing rezoning the land from the Institutional (INST) Zone to the Apartment 2 (A2) Zone.
At the July 14, 2026 Regular Council Meeting, Council agreed to consider the revise request and updated the Land Use Report terms of reference.
