45-53 Blackmarsh Road

The City has received an application to rezone 45-53 Blackmarsh Road from the Industrial Commercial (IC) Zone to the Commercial Mixed (CM) Zone to develop Dwelling Units within the existing commercial buildings at 45 and 47 Blackmarsh Road.
The IC Zone does not allow Dwelling Units as a permitted or discretionary use and therefore a rezoning is required. A Municipal Plan amendment is not needed. The site includes three properties, 45, 47, and 53 Blackmarsh Road. The applicant intends to consolidate these three properties into one
The existing building at 45 Blackmarsh Road contains commercial uses on the first floor and an existing Accessory Dwelling Unit (caretaker's apartment) on the third floor. A total of twelve (12) Dwelling Units, including the existing unit, are proposed for this building.
There is an existing one-storey commercial building at 47 Blackmarsh Road that the applicant is proposing to convert into four (4) Dwelling Units. Residential units on the first floor are a discretionary use in the CM Zone.
No change in use is proposed for the existing commercial building at 53 Blackmarsh Road at this time. Should the rezoning be approved, any uses allowed in the CM Zone could be developed on the site.
