Consultation has concluded

The City has received an application to rezone land at 366-374 Empire Avenue from the Apartment 1 (A1) Zone to the Residential 3 (R3) Zone to accommodate a townhouse development. The applicant is proposing to create a new public cul-de-sac and each lot would be sold individually, so this would not be a private Townhouse Cluster condominium development; but simply privately owned townhouses on a new public street. The property is designated Residential under the Envision St. John’s Municipal Plan, so a Municipal Plan amendment is not needed.

    A notice of registration for St. John's Development Regulations Amendment No. 24, 2023 was placed in the September 22, 2023 NL Gazette. The rezoning at 366-374 Empire Avenue is now completed. The applicant can now proceed to the development application stage.

    At the February 20, 2023 Regular Council Meeting, Council agreed to consider the proposed rezoning. The next step in the rezoning process is to conduct public consultation.

    The Public Meeting will be held 7 p.m., Tuesday, March 21, 2023 at the H.G.R. Mews Community Centre, 40 Mundy Pond Road. All comments made by attendees at the meeting and submitted in writing will be brought forward to Council for consideration prior to making a decision on the application.
