The City received an application from The Physically Disabled Service Centre Inc. (The HUB) located at 21 Merrymeeting Road to convert office space into seven (7) bedrooms with a common area and shared bathroom, laundry, and kitchen facilities. As per the Envision St. John’s Development Regulations, this is considered a Lodging House use. In accordance with Section 2 – Definitions of the Development Regulations, “Lodging House means a Dwelling Unit wherein accommodation is provided for between five (5) and sixteen (16) persons inclusive, in which kitchen and/or bathroom facilities are used in common by some or all the occupants.”

The HUB is located in the Residential Land Use District and in the Commercial Office (CO) Zone. Lodging House is not listed as a permitted or discretionary use in the CO Zone. The applicant is requesting a text amendment is to add Lodging House as a discretionary use in the CO Zone, which would enable the proposed use.
