The City has received an application from NL Housing to rezone land at 20 Janeway Place from the Open Space (O) Zone to the Apartment 1 (A1) Zone to accommodate an apartment building development of 4 two-storey apartment buildings on the 12,445 square-metre lot. Each apartment building will contain 8 units for a total count of 32 units.

The subject property is provincially owned and is designated and zoned Open Space. The property once contained a helicopter landing pad used by the former Janeway Children’s Hospital, before the hospital moved to the Health Sciences Centre. The landing pad is still visible on the site. The Open Space Zone was applied to provide a safety buffer of no development around the heli-pad. The lot is not a formal area of recreational open space. The applicant has proposed to rezone to A1 to accommodate the housing development. A Municipal Plan amendment will be required, but a St. John’s Urban Region Regional Plan amendment is not needed, as the property is designated regionally as Urban Development.

    A notice of registration for St. John's Municipal Plan Amendment No. 10, 2023 and St. John's Development Regulations Amendment No. 20, 2023 was placed in the August 25, 2023 NL Gazette. The rezoning at 20 Janeway Place is now completed. The applicant can now proceed to the development application stage.

    At the April 25, 2023 Council meeting, Council adopted St. John's Municipal Plan Amendment No. 10, 2023 and St. John's Development Regulations Amendment No. 20, 2023 and set Tuesday, May 16 as the date for the Public Hearing.

    • The effect of the Municipal Plan amendment would be to re-designate land at 20 Janeway Place from the Open Space District to the Residential District.
    • The effect of the Development Regulations amendment would be to rezone land at 20 Janeway Place from the Open Space (O) Zone to the Apartment 1 (A1) Zone.


    Public Hearing Time, Date & Location

    In-person Public Hearing: 7 p.m. Tuesday, May 16, 2023, Foran/Greene Room, Fourth Floor, St. John’s City Hall

    As well, the City is offering the option to attend online using Zoom. Registration is required to receive the Zoom link.

    At the March 21, 2023 Regular Council Meeting, Council adopted-in-principle St. John's Municipal Plan Amendment No. 10 and St. John's Development Regulations Amendment No. 20, related an apartment building development at 20Janeway Place. The amendments will be forwarded to the provincial Department of Municipal and Provincial Affairs for review.

    At the February 13, 2023 Regular Council Meeting, Council agreed to consider the proposed rezoning. The next step in the rezoning process is to conduct public consultation.
