The City has received an application to rezone 18 Mount Cashel Road from the Residential 2 Cluster (R2C) Zone to the Apartment 1 (A1) Zone to accommodate two Apartment Buildings. Each Apartment Building would be located on its own lot and share one driveway access.
The subject property is within the Residential District of the Envision St. John’s Municipal Plan. A Municipal Plan amendment is not required. The property is currently vacant. The applicant is proposing two three-storey Apartment Buildings with a combined total of 66 dwelling units.
Along with this rezoning, a text
amendment to Section 8.14 of the Development Regulations is proposed to allow
bicycle parking for both Apartment Buildings to be located in a shared bicycle
parking area on one Lot.
A Land Use Report is required for the proposed development. View the Land Use Report and Traffic Impact Statement (Appendix 12) under "Final Land Use Report - July 2026" of the Documents tab.
Review the materials on this page and ask a question or provide your feedback.
