The subject property is within the Residential District of the Envision St. John’s Municipal Plan. A Municipal Plan amendment is not required. The property is currently vacant. The applicant is proposing two Apartment Buildings on one lot with a total of 72 dwelling units. Two Apartment Buildings on one lot is a Cluster Development as defined by the Development Regulations. A Cluster Development is a permitted use in the existing R2C Zone; however, the applicant is requesting to rezone the property as the A1 Zone will enable more dwelling units.
