A notice of registration for St. John's Development Regulations Amendment No. 23, 2023 was placed in the November 3, 2023 NL Gazette. The text amendment to add Rural Tourism Use to various rural zones as a Discretionary Use is complete. Any applicant looking to develop a Rural Tourism Use would be required to make a Discretionary Use application.

At the Aug. 7 regular meeting of Council, a decision was made to reject the application for a Nordic Spa at 1274 Blackhead Road. Council did approve the text amendment to the Envision St. John’s Development Regulations to allow consideration of rural tourism uses (like a spa with overnight accommodations) in the Rural Residential (RR) Zone as well as in the Rural Residential Infill (RRI) Zone and in the Rural (RUR) Zone. The text amendment will now move forward to Municipal and Provincial Affairs for registration.

Public consultation for this project will be open from Wednesday, May 17, 2023 to Friday, June 9, 2023. Review the Land Use Report and other materials on this page and provide your feedback or ask a question.
A public meeting will be held on Thursday, June 8, 2023, 7pm, Foran/Greene Room, Fourth Floor, St. John’s City Hall.
As well, the City is offering the option to attend online using Zoom. Registration is required to receive the Zoom link.
