The City has received an application from CGI Development Inc. to rezone land at 125 Southlands Boulevard from the Commercial Regional (CR) Zone to the Residential 2 (R2) Zone for a residential subdivision. A Municipal Plan amendment is required to re-designate the property from the Commercial District to the Residential District. The applicant is proposing a 86-unit development of Semi-detached Dwellings, leaving some land near the intersection of Southlands Boulevard and Gold Medal Drive within the Commercial Regional (CR) Zone.

Update: September 9, 2026

The St. John's Municipal Council adopted St. John’s Municipal Plan Amendment Number 23, 2026, and St. John’s Development Regulations Amendment Number 83, 2026, on September 8, 2026, and gives notice of its intent to seek registration of the amendments from the Minister of Municipal and Community Affairs, in accordance with the Urban and Rural Planning Act.

The effect of the Municipal Plan amendment will re-designate land at 125 Southlands Boulevard from the Commercial District to the Residential District.

The effect of the Development Regulations amendment will rezone land at 125 Southlands Boulevard from the Commercial Regional (CR) Zone to the Residential 2 (R2) Zone.

A portion of the property will remain in the Commercial Regional (CR) Zone.

A Public Hearing will take place on Wednesday, October 7, 2026 regarding this amendment.
