Each unit will range from 522 square feet to 650 square feet with one bedroom. This is a vacant lot on the corner of Blackmarsh Road and Albany Street.

The subject property is within the Commercial Land Use District of the Envision St. John's Municipal Plan and is zoned Industrial Commercial (IC). An Apartment Building is not permitted in the IC Zone, therefore rezoning the land is required. A Municipal Plan amendment is also required to redesignate the Commercial Land Use District to the Residential Land Use District.

The applicant is seeking the subject property be rezoned from the IC Zone to the Apartment 2 (A2) Zone to enable the Apartment Building. Apartment Building is listed as Permitted in the A2 Zone.
