Re-Imagine Churchill Square
Consultation has concluded
Over time, Churchill Square has evolved to become an important public space for the city. Recently, the City has considered improvements to several aspects of Churchill Square including the proposed redevelopment of the old Dominion grocery store (click here), changes to the parking system (click here), and a need to upgrade and improve lighting (click here).
These initiatives allow us to look at other improvement opportunities that may exist. Now is the time to take a holistic look at this important area of the city; to re-imagine Churchill Square as a premiere public space for all residents of St. John’s.

Less long-term parking: Perhaps 30 minutes free (to run quick errands at bank or post-office), then up to 3 hours pay parking. Not useful to have the parking lot filled all day with university students. Enforce the time limits. (A lot) less parking overall. Create a space in the center for food trucks with outdoor seating to set up! Encourage (or even organize) local artists/musicians to use this space for concerts/performance/exhibition/etc. Provide wider sidewalks to allow cafes, pubs, and restaurants outdoor space in the summer. The farmer's market is clearly successful (and very vibrant) and already space constrained: Perhaps they could be included in this discussion. Bike racks!

I love the Ziggy Peelgood's truck that usually is seated in the Square, but I also find there's nowhere really to sit and eat the food in the Square itself. Maybe some of the grassy areas could include some covered seating of some sort.

Unlike other open public areas in town, the square is actually designed much like a bigger city plaza.

The pedestrian scale walkway fixtures are a great idea as long as they are full-cut-off (the light only shines downward and not sideways). Remove all unnecessary lighting and add light only where it's needed. So if businesses are closed turn off the parking lot lighting and leave on pedestrian scale walkway lights. Minimize all forms of light pollution in the square.

If the parking Area and Rowan st. were made oneway streets for traffic this would add 50% more space for bikes pedestrians and outdoor seating and patios. A loop around the square could accomplish this.

Make it into a square again. Eliminate the road down the middle, make at least part of the square a green space. No high rise buildings.

I hope to see people shopping local stores, sitting outside in cafes ( with blankets on their laps if need be!) and at least half the parking lot utilized for sitting, lunching, local farmers, local food vendors.

Put a pedestrian walkway down the middle so the crosswalks are more easily accessible.

Encourage staff to take public transit, find a parking lot off site that's close by ( a dream maybe, I realize that's not that easy) that can be used for staff and shoppers. Cut the parking lot in half at least and provide services for outdoor space and vendors.

Re-Imagine Churchill Square has finished this stageThe proposed Re-Imagine Churchill Square Concept Plan was approved at the April 19, 2021 Council Meeting and was referred for future capital works consideration to proceed with the detailed design and construction as funding becomes available.

Re-Imagine Churchill Square is currently at this stageThe detailed design of the Re-Imagine Churchill Square Concept Plan began in December 2023 and is expected to be completed by the spring of 2024.
