The Kenmount Terrace Community Centre is now open to the public. Facility details are available on the Recreation Facilities page of the City's website.

The "What we Heard document" on programming for the Centre and Park is available here.

A Kenmount Terrace Community Centre Master Plan was released in April 2015. The plan falls within the context of the City’s Parks and Open Space Master Plan. The Kenmount Terrace plan called for a new community centre and park within the Kenmount Terrace development area as well as a neighbourhood park on Ariel Place.

The project is cost shared equally between the Government of Newfoundland and Labrador and the City of St. John’s.

The public engagement process began in 2015 and included the creation of a public steering committee, a public workshop and survey, focus groups with elementary and junior high students, a skate board focus group, social media campaign, and an online survey, followed by the release of a “What we Heard” document. In February 2017 the City updated the community on the plans and design of the new park at two information sessions.

Thanks to everyone for the input provided so far. The Discussion is now closed. We will be assessing all of the valuable feedback received to make decisions concerning the programs and services that will be delivered from this area.

There have been instances in the city where 'dark' public space invited vandalism & criminal activity. One small "park" was dismantled & the space was sold because of the trouble it caused.     A:  The City parks close at dusk. The exceptions being the major parks that offer evening events; Bowring, Bannerman, Victoria Parks.

    The City also has 125 km of walkways associated with the Grand Concourse as well as many pathways similar to that found linking  Ariel Pl. to Kenmount Park ie Cowan Hts., Seabourne Cr. etc. Most have little to no lighting. We also have 136 play and open spaces of which few have lights.

    The RNC has advised that an unlit space that has signage indicating that it closes at dusk, provides two things;

    • Confirmation the site is closed to the public
    • Those found on site by security patrols or noticed causing a nuisance can be asked to vacate the space

    Once the Community Centre becomes operational, an assessment will be made to determine if usage warrants pathway lighting from Ariel Pl. However the pathway is not intended to be cleared of snow during the winter.

    A: We will be consulting with the community on the types of programs and services to be offered at the centre.  Our other community centres offer playgroups and preschool programs and this centre may offer similar programming.

    A: In this context crosswalks are installed based on the number of pedestrians crossing the road in an area. Once the park is open if nearby streets in Kenmount Terrace warrant crosswalks they will be provided.

If you live in Kenmount Terrace and want to park in the parks parking lot then you will need to leave Kenmount Terrace to do so. Kenmount Terrace is rather large and walking for the west end of it to Ariel place isn't something most people will do. Especially if they want to carry things to the park with them.     A: Thank you for your comments. The intent of the project is to develop green space for Kenmount Terrace residents as well as park amenities that can be enjoyed by all of St John's residents. The parcel of land owned by the City includes a lot in Ariel Place that will be turned into an accessible playground, and there is an existing waterway between this and the Park which cannot be crossed with a vehicle. Essentially, the intent is to develop green space which residents can drive to if they so choose; however, the addition of another parking lot does not fall within the budget, land possibilities or the intent to provide green space. The City encourages Kenmount Terrace residents to take advantage of the gateway and footpath - those who intend to drive to the Park will need to park in the designed parking lot off of Messenger Drive.

    A: There is a connection to Kenmount Terrace Community Park at Ariel Place. This gateway is a landscaped walkway intended for foot traffic from the Community to the Park. We encourage residents to use this connection point which links with all park amenities.Those wishing to drive to the Community Park will be required to drive down Messenger to the parking lot, similar to residents residing outside of Kenmount Terrace. 

    As for a connection to Merchant Drive (assuming you intended Messenger Drive), the extension of Messenger Dr, and its potential connection to Kenmount Terrace falls outside the scope of this project.
