What does this mean?

  • The budget will focus on the delivery of prescribed services in terms of service levels and expenditure limits set by Council.
  • Programs and service levels are defined within the parameters of what service is provided, to whom and why, sources of funding, staffing required

What does this mean?

  • The budget will focus on the delivery of prescribed services in terms of service levels and expenditure limits set by Council.
  • Programs and service levels are defined within the parameters of what service is provided, to whom and why, sources of funding, staffing required, and the ability to measure performance and outcomes.

The City is in the midst of its Departmental Program Review where every program and service, including St. John’s Sports and Entertainment, Metrobus, and the St. John’s Regional Fire Department, are being analyzed to determine which programs and services should remain and in what form, given current fiscal restraint. Phase 1 was concluded in June, 2016 and the results were communicated. Read the news release here.

Targets
Although much of the groundwork has already been laid in the City’s three-year operating budget plan, the upcoming budget, for 2017, can still be altered in accordance with the direction of Council. Council has already stated that subject to finding sufficient expenditure reductions through Departmental Program Review, residential property tax rates may be reduced by between 0.3 mils to 0.5 mils. As with any planning process, we recognize that targets may change as a result of the outcomes of Program Review, the information received during the public engagement process and the deliberations of Council during the budget preparation process. We would encourage everyone to participate, become informed and involved.
